[Fixed] Better error handling for CSV campaign uploads

Fixes

• The CSV upload area on the New campaign page now stays disabled until you pick a job, eliminating the blank screen and 500 error some users saw.
• If required fields are missing, the file is too large or malformed, or the start date is outside the 7-day window, you now receive a clear, actionable message instead of a generic error.
• Choosing an invalid start date no longer consumes any of your interview-invite quota.
