[Added, Improved, Fixed] Cancelled accounts can now restart subscriptions on their own

Self-serve subscription reactivation
Cancelled organisations can once again buy a Starter or Scale plan without contacting support.
A new “Start screening again” flow appears on the billing page and home pop-up, guiding lapsed customers through checkout and instantly restoring access after payment.
Improvements
- The billing page now shows a clear "Your plan has ended" message together with the plan picker for cancelled accounts
- Home pop-up opens in a dedicated "reactivation" variant with simpler copy and the saved payment method pre-selected
- Joy no longer offers reactivation to paused or hand-invoiced accounts, preventing accidental double billing
- Trial logic was tightened so returning customers never receive an extra free trial week
- Confirmation button text and footnotes in the checkout modal now match the reactivation use-case
Fixes
- Resolved a bug that returned a 402 error when cancelled organisations tried to purchase a new subscription
- Stopped a scenario where the billing page allowed plan selection but led to a dead end instead of opening checkout
- Corrected status detection so paused accounts are never shown the reactivation offer, avoiding confusing 402 errors
- Fixed copy on the current plan card that incorrectly stated a cancelled plan was “set up by our team”
